There’s a guy I’ve begun noticing on Queen West: both times I’ve seen him, he’s been wearing a shirt with bold horizontal red-and-white stripes, and an undersized bowler hat perched high on his balding head. I think he’s the sidekick of a 1940s comic-book hero. His name is probably something like “Doodlebug O’Brien,”and his superpower is the ability to make tiny cartoon rain clouds appear over other people’s heads.

Well I don't think it's Woozy Winks, Plastic Man's Pal, because, although he wears shirts like that and his powers are vaguely as you describe, he invariably wears a Straw Boater hat. Might be Doiby Dickles, the original Green Lantern's sidekick, as he has the tiny bowler and striped shirts but his stripes are vertical. That leaves Doiby's double in the evil anti-matter universe of Qward where he's Sinestro's campaign manager for the "Most Evil Guy" contest.
