I believe that the official algorithm for "civilian" names is that they should either be alliterative (Guy Gardner, Wally West, John Jones, Peter Parker) or have two "L"s in them (Lois Lane, James Bartholomew Olson, Kal-El): although the latter is mainly used for civilians in the "Superman" universe.
